The Philadelphia Inquirer reports that the "City of Brotherly Love" has an HIV infection rate that's 50 percent higher than New York City, and 5 times higher than the national average. It's estimated that 16,000 Philly residents presently live with HIV or AIDS, and that 1,400 new people who are infected, are added each year.
